In these post-WTO times, Shanghai Municipal government decided to set up a non-profit comprehensive technical organization --- Shanghai Academy of Public Measurement (APM) to provide better backup for local administrative enforcement.

Feb. 7. 2002, the local government held a “hang out shingle ceremony” to declare that Shanghai has its own government laboratory. The new body will be formed by the clustering of a number of existing local bodies for technical measurement and inspection, aiming to build a top-class comprehensive technical measurement and inspection facility.

According to the local authorities' plan, besides a subsidiary facility in the downtown area, the comprehension base in Zhangjiang high-tech Park ( in Pudong New Area) will comprise a public technical platform for physical and chemical analytical testing, food and drug inspection, nano-metrology testing, etc. That base is designed to cover 150,000 square meters. The city government was set to pump 1 billion yuan (US$120 million) into the first-phase construction of the academy.

General Introduction
With a view to integrate technical measurement and testing capability and resources, the Shanghai Municipal Government invested and established the Shanghai Academy of Public Measurement(APM) which is a modern and internationally advanced non-profit comprehensive laboratory base for measurement, testing and inspection. Located in the ZhangJiang Hi-Tech Park of Pudong New Area, APM covers an area of 150,000 square meters. The first phase of the project was completed in 2006, with a construction area of 70,000 square meters. A number of well-known organizations have become main technical support for APM, including Shanghai Institute of Measurement and Testing Technology (SIMT), National Center of Measurement and Test for East China, National Center of Testing Technology, Shanghai, Shanghai Municipal Institute for Food and Drug Control (SIFDC ，also called Shanghai Coastal Institute for Drug Control of the People’s Republic of China), Shanghai Food and Drug Packaging Material Control Center (SHPMCC), and etc. With the availability of 536 modern testing laboratories, APM has formulated two public technical platforms for physical and chemical analysis and fundamental performance testing and some functional setups like food and drug inspection, bioassay and Safety Assessment.

The comprehensive Base operates on advanced technologies, such as Intelligent digital information Integrated management system, central control system for laboratory conditions, and energy conservation technology of ice storage.

The Shanghai Academy of Public Measurement will provide strong technical support for the modernization construction of Shanghai, East China and the Economic Development Zone of Changjiang River Delta and will also become a first class testing service platform that is based in Shanghai, facing East China, serving the whole country and moving towards the world.
